Legend has it that dragons could affect weather and water, in addition of being wise. Those dragons would concentrate their abilities, wisdom, and very core essence into a pearl.
The festival of the Goodluck Pearl will be held on Stellardate +3550 (24 Feb 2022). It will be held to celebrate the natural elements, bring forth fair weather, and to promote acts of kindness.
During that festivity, people are invited to decorate their places with beautiful, handmade "pearls". Those pearls need simply to be spherical in shape, and smaller than a closed fist. They can be made of any material. They may have any color, any style, and any design upon it.
On the day prior to the Festival of the Goodluck Pearl, the Ministry of Culture shall decide on a prize, and publicy announce it. At the end of the Festival, the President shall choose the best pearl, and, before the next day has passed, grant the Culture prize to the creator of that pearl.
The Festival of the Goodluck Pearl is a Pangaean holiday; in which case, in accordance with Article 45:c of the Universal Charter, work shall not be compulsory during that day.

So, I, as Minister of Culture, shall oversee the Festival of The Goodluck Pearl, and attribute the winning prizes once a winner has been chosen by the President upon Stellar Date 3550 (24 February). The prizes will be as follow: - The Culture Award (for the moment a digital award that you can showoff.. umm, I mean showcase, anywhere the winner wishes ;P) - 5 Tradits (fiat value of 500$ US). The contest for the pearl making starts now, and will end 24 February, upon which the winner will be decided by President Vincent Paul, and announced the 25 February.
